Reason:
As the art of warning involves both enjoining good and forbidding evil, a warner would not just warn i.e., forbid evil without taking advantage of the opportunity to also enjoin goodness on those who are warned which begins with calling to Allah and them embracing Islam. So the one who warns should first be well informed in the art of ‘calling’ to Allah.
